California’s First-Time Homebuyer Program Provides Up to $150,000 in Down Payment Help
Rental Costs in Los Angeles Experience Decline
A recent report indicates that the average rent in Los Angeles has decreased, with the median price dropping to $2,167, marking the lowest figure since January 2022.
Context and Overview
This decline in rental costs is significant, especially as the California Housing Finance Authority prepares to relaunch its Dream For All program on February 24. This initiative aims to assist first-time homebuyers by providing up to 20% of the home’s purchase price, helping them cover down payment and closing costs.
The program is designed for California residents who meet specific requirements, including income limits that vary by county.
Detailed Information on the Dream For All Program
Prospective participants in the Dream For All program can potentially receive up to $150,000 in assistance. However, eligibility requires at least one borrower to be a first-generation homebuyer, meaning they must not have owned a home or held a mortgage in the past seven years. Additionally, the borrower’s parents must also not own a home, either currently or at the time of their passing.
To qualify, at least one applicant must be a California resident, and all borrowers are required to be first-time homebuyers. Applicants must also adhere to annual income limits set for their specific counties.
Income Limits for Southern California
The income limits for the Dream For All program are as follows:
- Los Angeles County: $168,000
- Orange County: $216,000
- Riverside County: $164,000
- San Bernardino County: $164,000
- Santa Barbara County: $188,000
- San Diego County: $207,000
- San Luis Obispo County: $198,000
- Ventura County: $207,000
Application Process and Requirements
Registration for the Dream For All program opens on February 24 and will remain accessible until March 16. The selection process will not be first-come, first-served; instead, participants will be chosen randomly via a lottery system.
To apply, candidates must submit a pre-approval letter from a lender and complete a mandatory education course related to the Dream For All initiative. They are also encouraged to gather necessary identification documents, such as a passport or driver’s license.
Program Mechanism
Through the program, eligible homebuyers can receive assistance of up to 20% of a home’s purchasing price, capped at $150,000. Upon selling the home, they will need to repay the assistance along with a portion of the home’s appreciation in value since the original purchase.
This sought-after program first launched in 2023 and quickly gained traction, with its funding depleted in just two weeks during the 2024 round of applications, assisting over 2,000 individuals.
