Yucaipa Moves to Address E-Bike Complaints with New Ordinance
The city of Yucaipa is taking steps to effectively manage the increasing number of complaints regarding electric bike riders by drafting a permanent ordinance. Currently, an emergency measure is in place that prohibits unsafe riding practices, including riding against traffic, racing, and disregarding traffic signs.
E-bikes have surged in popularity in recent years, particularly among students who often ride in large groups. This trend has created challenges, with instances of these groups blocking roadways and prompting police involvement. Authorities report receiving approximately 20 calls each month about incidents related to e-bike usage.
During a recent city council meeting, a spokesperson from the Yucaipa Police Department noted, "We’ve had about three pursuits so far in April. During those pursuits, we had our helicopter overhead because without it, it makes it very difficult for us to maneuver where they go."
The city addressed the matter following the enactment of the emergency ordinance, which will be in effect for 10 months. This regulation aims to curb unsafe e-bike operations in public spaces.
City Manager Dr. Sean M. Moore stated that police have intensified patrols, particularly in the evenings, to monitor riders and promote compliance with traffic regulations. "They have to obey our traffic and rule regulations, so they don’t end up in trouble," Moore warned. He also indicated that non-compliant riders risk having their e-bikes impounded.
In discussions with several riders, many of whom preferred to remain anonymous, a consensus emerged: the actions of a few are tarnishing the reputations of responsible e-bike users. Highland resident Nick Chavez highlighted the need for increased parental awareness, saying, "Growing up, we knew don’t block cars for your safety and others. We knew that, and parents also gave you rules."
The Yucaipa-Calimesa Joint Unified School District announced plans to collaborate with the city and the police department on a program that mandates students acquire permits to ride on campus starting next school year. “Student safety is our top priority, and that starts with the excellent working relationship we share with the City of Yucaipa and the Yucaipa Police Department,” the district stated.
As Yucaipa prepares to implement new regulations, the city aims to balance the enjoyment of e-bike riding with the safety of all road users.
