Romanian Nationals Taken into Custody for ATM Theft Scheme in Orange County
Authorities Warn of Distraction Theft Ring Targeting Bank Customers
Authorities issued a warning on Wednesday for bank customers to remain vigilant when using outdoor ATMs, following the arrest of three Romanian nationals involved in a distraction theft operation that has spanned multiple counties, including Los Angeles, San Bernardino, San Francisco, and Sacramento.
The trio was apprehended last month after an extensive investigation into their activities dating back to November 2022, as reported by the Orange County Sheriff’s Department.
Investigators noted that the suspects typically worked in tandem to target unsuspecting victims. In one incident in Villa Park, surveillance video captured the suspects in action: as a victim completed a transaction at an ATM on Santiago Boulevard, one suspect deliberately dropped cash at the victim’s feet to divert attention. This distraction allowed a second suspect to swiftly swap the victim’s ATM card for a counterfeit version. With the stolen card and PIN, the suspects proceeded to make unauthorized cash withdrawals and purchases.
Following the victim’s report, the sheriff’s department uncovered a series of similar thefts across several counties. “The suspects typically follow the victim to the parking lot and attempt to distract them by dropping cash on the ground and insisting it belongs to the victim,” the department stated. “This ultimately causes enough of a distraction to allow the suspects to steal the victim’s debit card and make numerous bank withdrawals before the victim realizes the theft.”
The arrested individuals have been identified as Romita Achitei, 61, Paul Agafitei, 43, and George Asafiei, 46. They face multiple felony charges, including grand theft, identity theft, and forgery.
Investigators emphasized that criminals involved in distraction theft often rehearse their tactics to appear convincing. While outdoor ATMs are common targets, these criminals may also seek to obtain PIN codes in grocery stores or retail environments.
In a preventive measure, Orange County authorities advised the public to cover the keypad when using ATMs and to stay alert for any strangers approaching. “If someone approaches you, make sure to keep your distance and do not allow any stranger within arm’s reach,” the sheriff’s department warned.
