Man Taken into Custody for Inappropriate Behavior in Fullerton Parking Lot
73-Year-Old Arrested for Indecent Exposure at Fullerton Shopping Center
A 73-year-old man with a history of indecent exposure convictions was arrested in connection with two recent incidents of lewd behavior at a shopping center parking lot in Fullerton. Authorities announced the arrest of Marshall Leonard, an Anaheim resident, on Saturday.
Kristy Wells, a spokesperson for the Fullerton Police Department, noted that Leonard had been required to register as a sex offender for several decades. In October 2024, he was removed from the sex offender registry.
On two separate occasions in 2025, police responded to reports of Leonard engaging in inappropriate behavior inside his vehicle. The first incident occurred on January 18, where witnesses reported seeing a man acting lewdly in a public area with his window down. "Based on witness statements and the investigation, the male was determined to be in violation of indecent exposure," said Wells.
In a second incident later that month, officers were dispatched to the same location following reports of Leonard sitting inside his vehicle with his pants down. The reporting party alleged that he offered money for her to watch him perform sexual acts before exposing himself. Wells confirmed that he was again found to be in violation of indecent exposure based on the investigation.
Detectives eventually linked Leonard to both incidents and arrested him Thursday on an outstanding warrant related to the cases. Search warrants were also executed at his home and vehicle.
Leonard’s classification as a Tier 1 sex offender, as determined by the California Department of Justice, had allowed him to petition for removal from the registry after ten years. However, due to additional periods of incarceration, he faced a longer waiting period. In 2023, he successfully petitioned the court, resulting in the termination of his registration requirement.
