Steyer, who built his wealth through the hedge fund industry and later founded an investment firm focused on climate change, aims to leverage his extensive resources to ensure his message reaches every Californian.
Who is Tom Steyer?
Steyer has established himself as both a businessman and a political activist. A Yale University graduate, he holds an MBA from Stanford. He founded Farallon Capital Management, a San Francisco-based hedge fund, in 1986. Since then, he has channeled his fortune into various causes, notably supporting Democratic candidates like Barack Obama and advocating for environmental reforms, particularly in reducing greenhouse gas emissions. Notably, he collaborated with current Governor Gavin Newsom on a task force focused on economic recovery following the COVID-19 pandemic.
Steyer’s Proposals
Positioning himself as an outsider capable of driving change, Steyer has laid out several key proposals aimed at addressing California’s growing affordability crisis. One of his initiatives includes taxing large corporations and raising property taxes to sufficiently fund reductions in electricity costs for residents. Additionally, he supports the 2026 Billionaire Tax Act, which has faced opposition from Governor Newsom and fellow candidates Xavier Becerra, Katie Porter, Antonio Villaraigosa, and Matt Mahan.
Steyer is also advocating for a single-payer healthcare system, wherein a government agency would cover medical services funded through taxation. His environmental stance includes calls for increased investment in renewable energy sources.
Moreover, Steyer has proposed stringent measures against U.S. Immigration and Customs Enforcement (ICE), suggesting that California should have the authority to prosecute and imprison ICE agents who engage in enforcement actions within the state.

In his campaign, Steyer has committed to halting ICE operations in California and has indicated that he would pursue legal actions against agents under his governorship. However, he has not outlined a clear plan for implementing this policy, considering existing legal frameworks such as the Supremacy Clause that may pose challenges. He also expressed intentions to bolster state resources for hiring attorneys and investigators to assist undocumented residents in California.
Controversies Surrounding Steyer
Steyer’s substantial campaign spending has led to criticism, with detractors arguing that he epitomizes the influence of wealth in politics. His current campaign is poised to become the most expensive gubernatorial race in state history. As of April, a significant portion of the over $100 million spent has come directly from Steyer himself.
Furthermore, Steyer’s past investments have sparked debate; he has faced scrutiny for previously investing $90 million in CoreCivic, a major operator of private correctional facilities. This point has been highlighted by critics like Katie Porter, especially given Steyer’s commitment to abolishing ICE and his association with private detention facilities, including one in Kern County that reportedly began housing immigrants in 2025.
