Makayla Settles’ Mother Criticizes 3-Year Sentence for Father’s Incest Charges: ‘This Isn’t Justice’
Man Charged with Incest Appears in Court Following Daughter’s Suicide
VENTURA COUNTY, Calif. – Stephen Vincent Chavez, a Moorpark resident, is facing felony charges of incest and providing alcohol to a minor in connection with the alleged sexual assault of his 18-year-old daughter, Makayla Renee Settles. The case has gained attention, especially following Settles’ tragic suicide five months after the reported incident.
Despite the gravity of these allegations, no rape charges have been filed. Chavez’s charges stem from an event that allegedly took place shortly after Settles moved from North Carolina to Moorpark in July 2025. Her family states that a rape kit confirmed the presence of Chavez’s DNA, yet the Ventura County District Attorney’s Office has cited insufficient evidence to proceed with more severe charges.
Chavez faces a maximum sentence of three years in prison for the current charges, with an additional 20 years as a registered sex offender upon release. The family has expressed frustration regarding the legal process. "It just feels like my daughter’s life is only worth three years," said Settles’ mother, Carolina Sandoval. She emphasized that while the sentence may seem lenient, the implications of a plea deal and the absence of a living witness complicate the path toward a comprehensive legal resolution.
The District Attorney’s office conveyed that the lack of a living witness could hinder progress toward a jury trial. A preliminary hearing is scheduled for May 19. Sandoval voiced her concerns regarding Chavez retaining his passport and being allowed international travel despite the serious charges, prompting fears about potential escape.
Following Tuesday’s court appearance, Sandoval reflected on Settles’ character. "She was still very innocent… a sweet girl," she noted, underscoring her daughter’s aspirations and the tragedy of her loss. Sandoval expressed gratitude to the community for their support and urged that the charges be reevaluated, illustrating a widespread desire for justice in a case that has stirred strong emotions among family and supporters.
"I hope she saw how many people came for her," Sandoval said. "But yeah, she was an amazing girl. She just didn’t deserve that."
As the legal proceedings continue, the case has raised broader discussions about the complications surrounding sexual assault reporting and the importance of supporting survivors and their families.
