In an interview with NBC Los Angeles reporter Conan Nolan, he emphasized his support for legal immigration but claimed that foreign workers are taking jobs away from Californians. "A construction worker in Sacramento said he’s been laid off because the employers are now hiring illegal immigrant workers," Hilton stated on NBCLA’s NewsConference on March 22, insisting that this practice is unfair to legal workers.
When questioned about the future of undocumented workers in agriculture, Hilton anticipated significant automation in farm labor within the next five years.

Despite his polling success, Hilton is aware of the challenges ahead, noting that no Republican has held a statewide office in California in nearly two decades. Under the state’s top-two primary system, which advances the two candidates with the most votes to the general election, he argues for a unified Republican front. "The Republican vote is currently split between me and Chad Bianco," he remarked, highlighting the need for consolidated support behind the strongest candidate. "My argument is to make sure we have a chance for change in California."
