Cal State Dominguez Hills to Provide Free Tuition for Eligible Students Beginning Fall 2026
CSUDH Launches Toro Tuition Pledge for Student Affordability
CARSON, Calif. – California State University, Dominguez Hills (CSUDH) is set to enhance its commitment to affordable education with the introduction of the "Toro Tuition Pledge." This initiative, effective from the fall semester of 2026, aims to provide free tuition and mandatory fees for qualifying students.
The Toro Tuition Pledge will cover four years of tuition for first-time freshmen and two years for transfer students from California who demonstrate significant financial need, including those eligible for federal Pell Grants. Students must maintain full-time enrollment and meet satisfactory academic progress standards to remain eligible for the program.
Funding for the initiative will predominantly come from existing federal and state financial aid programs, with additional support from institutional resources to fill any remaining tuition gaps.
Despite the promises of affordability, the university has yet to clarify the exact financial need requirements for non-Pell Grant recipients or the amount of institutional funding allocated for this effort. Furthermore, it remains uncertain whether there will be a limit on the number of students who can participate in the program if demand exceeds expectations.

"This effort reaffirms our commitment to transforming students’ lives and economic prospects."
Prospective students planning to enroll in the fall 2026 term are encouraged to complete their FAFSA or California Dream Act Application to assess eligibility for Pell Grants. It’s important to note that the pledge will not cover additional expenses such as housing, parking, or textbooks, necessitating further budgeting for living costs.
